



I grew up in Southeast Alaska and I'm raising my kids in Anchorage. I've spent 15 years working on the energy and economic development decisions that affect every family and business in this state.
Chugach Electric Association is facing some of the biggest choices in its history – about gas supply, grid investment, and what our energy future looks like. These decisions will shape electricity reliability and affordability for decades. Member-owners deserve a director who understands both the technical complexity and the community stakes.

WHY I'M
RUNNING

When energy becomes unreliable or unaffordable, families feel it first - in their utility bills, their rent, their grocery costs, and their businesses. I'm running because this is a pivotal moment for Chugach Electric, and it requires the right kind of leadership on the board.
The decisions made in the next few years will lock in costs and capabilities for a generation. I want to make sure those decisions are made with discipline, transparency, and the long-term interests of member-owners at the center.
Recent polling shows that nearly 8 in 10 Anchorage residents are concerned about the Cook Inlet gas shortage. Alaskans across party lines support an all-of-the-above energy strategy, one that includes natural gas, hydropower, wind, solar, and transmission investment. And by wide margins, they support using affordable energy to attract new industry and grow our economy.
That's exactly what I'm running to deliver.

ABOUT PENNY



I grew up in Pelican and Sitka, and I'm Tlingit (Suḵteeneidí, Raven Dog Salmon clan) with deep roots in Southeast Alaska. I've lived in Anchorage for over a decade, where my husband and I are raising our two young children.
After graduating from the University of Alaska Fairbanks, I served in the U.S. Peace Corps in Nicaragua, an experience that shaped how I think about communities, infrastructure, and what it means when basic services fail the people who depend on them. I went on to earn a Master of Science in Foreign Service from Georgetown University, and have spent the years since working at the intersection of energy policy, economic development, and infrastructure investment across Alaska and the Arctic.
Today I serve as Chief Policy and Partnerships Officer at Launch Alaska, where I work every day to help new energy and infrastructure technologies deliver real benefits to Alaskans. I also am a current Fulbright Arctic Initiative scholar, researching industrial development and clean energy infrastructure in northern Sweden.
I've served on multiple boards, including the Anchorage Museum, The Nature Conservancy Alaska Chapter, and my local North Star Community Council, and I understand what serious fiduciary oversight looks like. I bring discipline and commitment to everything I do.
Public service has always been part of how I give back to Alaska and my community. Serving on the Chugach Electric Association board would be a privilege.
